Safety Evaluation Report
The NRC staff reviewed the Peach Bottom Atomic Power Station, Units 2 and 3 subsequent license renewal application for compliance with the requirements of Title 10 of the Code of Federal Regulations, Part 54, "Requirements for Renewal of Operating Licenses for Nuclear Power Plants" and prepared a report to document its findings. The report is available at "Safety Evaluation Report Related to the Subsequent License Renewal of Peach Bottom Atomic Power Station, Units 2 and 3 Docket Nos. DPR 44 and DPR 56".

On February 24, 2022, the NRC Commission issued two orders (CLI-22-02 and CLI-22-03) and Staff Requirements Memorandum, SECY-21-0066, "Rulemaking Plan for Renewing Nuclear Power Plant Operating Licenses – Environmental Review," that impact the subsequent license renewal of Peach Bottom Atomic Power Station, Units 2 and 3, among others.
The subsequent renewed licenses for Peach Bottom are still in place. The Commission ordered that the expiration date of the subsequently renewed licenses be reset to the end of the initial period of extended operation (as affirmed in orders CLI-22-06 and CLI-22-07). The Commission's direction will hold until the staff completes its re-evaluation of generic environmental issues for subsequent license renewal.
On June 5, 2024, the licensee submitted a letter to the NRC regarding the subsequent license renewal of Peach Bottom in which the licensee requested that the NRC provide a plan for completing the environmental review for Peach Bottom and for restoring the end dates for the subsequent renewed licenses (ML24157A069). By letter dated September 6, 2024 (ML24221A258), the NRC provided a plan for completing the required regulatory activities to include an environmental audit. By letter dated November 13, 2024 (ML24313A101) the NRC provided a detailed environmental audit plan. The environmental audit has concluded, and the NRC provided a summary of the audit activities and requests for additional information and requests for confirmation of information in a letter dated December 13, 2024 (ML24344A110). By letter dated February 28, 2025 (ML25035A001), the NRC estimated 2,650 hours for the supplemental environmental review and a licensing decision date of March 2026.
On April 24, 2025, the NRC issued a revised schedule and estimate to complete the supplemental environmental review and restore the end dates for the subsequent renewed licenses (ML25108A128). NRC reduced the supplemental environmental review estimate from 2,650 hours to 1,450 hours as a result of continued refinement and application of process improvement initiatives, contributing to the revised total estimate of 22,908 hours. The licensing decision date was modified from March 2026 to February 2026, as indicated in the schedule below.

Environmental Review
NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 10, Second Renewal, Regarding Subsequent License Renewal for Peach Bottom Atomic Power Station Units 2 and 3, Supplement 1, Final Report", was published on August 22, 2025. This final supplement to the Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 10, Second Renewal, Regarding Subsequent License Renewal for Peach Bottom Atomic Power Station Units 2 and 3 (Peach Bottom), Final Report (the 2020 FSEIS) incorporates new information that the U.S. Nuclear Regulatory Commission (NRC) staff has obtained since publication of the 2020 FSEIS in January 2020. This information includes the new and revised environmental issues and impact determinations contained in the NRC’s 2024 final rule revising its environmental protection regulation, Title 10 of the Code of Federal Regulations Part 51, "Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions," and Revision 2 of NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants." The NRC staff also considered any new and significant information with respect to generic (i.e., Category 1) environmental issues and determinations.
The NRC staff prepared these documents as part of its environmental review of the Exelon Generation Company, LLC (now Constellation Energy Generation, LLC) application to renew the operating licenses for Peach Bottom for an additional 20 years. Together, these documents complete the NRC staff’s evaluation of the environmental impacts of license renewal and alternatives to license renewal and support the staff’s recommendation that the adverse environmental impacts of license renewal for Peach Bottom are not so great that preserving the option of license renewal for energy-planning decisionmakers would be unreasonable. Further, the NRC staff concludes that restoring the expiration dates for Peach Bottom’s subsequent renewed facility operating licenses for Units 2 and 3 to August 8, 2053, and to July 2, 2054, respectively, to authorize an additional 20 years of operation would not have impacts beyond those discussed in these documents and in Revision 2 of NUREG-1437.
