Civil Rights Program

On behalf of the U.S. Nuclear Regulatory Commission (NRC), the Office of Small Business and Civil Rights (SBCR) administers two programs related to the application of various Federal civil rights laws and regulations:

Internal Civil Rights Program

The Internal Civil Rights Program administers and ensures the Agency’s compliance and enforcement of Federal nondiscrimination laws and regulations to include: Title VII of the Civil Rights Act of 1964, as amended; the Age Discrimination in Employment Act of 1967; Section 501 of the Rehabilitation Act of 1973; Equal Pay Act of 1963; and the Genetic Nondiscrimination Act of 2008. The NRC is committed to the principles of equal employment opportunity (EEO) and prohibits unlawful discrimination in the workplace for all employees, former employees, and job applicants seeking employment, on the basis of their race, color, religion, sex (including sexual orientation, gender identity, and pregnancy), national origin, age, disability, marital status, parental status, political affiliation, military service, genetic information.  The NRC also prevents employees (current and former) and job applicants from being subjected to reprisal for either participating in a protected activity or opposing practices made unlawful by the relevant civil rights statutes and regulations.

External Civil Rights Program

The External Civil Rights Program administers and assesses the Agency’s compliance and enforcement of Federal nondiscrimination laws and regulations to include:  Title VI of the Civil Rights Act of 1964; Title IX of the Education Amendments of 1972; Section 504 of the Rehabilitation Act of 1973; and the Age Discrimination Act of 1975. In providing federal financial assistance to a wide range of recipients including institutions of higher education, nonprofit organizations, and private corporations, the NRC ensures that no person is excluded from participation in, denied benefits of, or otherwise be subjected to discrimination under an NRC federally conducted and federally financially assisted program and/or activities.  Your rights provided under Title VI of the Civil Rights Act of 1964 clearly states…

"No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any
program or activity receiving Federal financial assistance”.
