The NRC’s Leadership, Excellence, Accountability, and Discipline (LEAD) Framework provides a consistent approach for strengthening the leadership behaviors that support the agency’s mission. Grounded in the NRC’s Principles of Good Regulation, Organizational Values, and strategic priorities, the framework aligns leadership expectations with measurable outcomes that promote accountability, excellence, and continuous improvement across the agency.

The NRC’s greatest asset is its people. They are the foundation of the agency’s mission success. The LEAD Framework highlights the leadership behaviors and talent development practices that strengthen collaboration, organizational effectiveness, and high performance. These behaviors connect agency priorities to everyday actions by guiding decision-making, encouraging open communication, reinforcing accountability, and building trust. When consistently demonstrated, they create greater clarity, cohesion, and confidence across teams, enabling employees to contribute effectively to the NRC’s mission.
