Environmental Review

NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 21, Second Renewal, Regarding Subsequent License Renewal for Browns Ferry Nuclear Plant, Units 1, 2, and 3, Final Report" was published on August 21, 2025, for public comment. This supplement documents the NRC staff's review of the environmental issues at Browns Ferry Nuclear Plant, Units 1, 2 and 3, regarding the Tennessee Valley Authority’s application for subsequent license renewal of that facility. This supplement was prepared in accordance with 10 Part 51 and NUREG-1437, Revision 2, “Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Final Report,” dated August 2024. This supplemental environmental impact statement includes the NRC staff's analysis that considers and weighs the environmental effects of the proposed action (subsequent license renewal) and the environmental consequences of the no-action alternative (i.e., not renewing the operating licenses) that include an analysis of the environmental consequences of reasonable alternatives. It also includes the NRC staff's recommendation regarding the proposed action.

Safety Evaluation

The NRC staff reviewed the Browns Ferry, Units 1, 2, and 3, subsequent license renewal application for compliance with the requirements of Title 10 of the Code of Federal Regulations, Part 54, "Requirements for Renewal of Operating Licenses for Nuclear Power Plants" and prepared a safety evaluation to document its findings. The “Final Safety Evaluation to the SLRA of Browns Ferry, Units 1, 2, and 3," was issued on July 18, 2025.
