Web-Based Licensing (WBL) System
The Web-Based Licensing (WBL) system is an important part of the U.S. Nuclear Regulatory Commission’s (NRC) Integrated Source Management Portfolio (ISMP). It provides a centralized way to manage licensing information for businesses that use radioactive materials and helps both the NRC and participating Agreement States keep track of these licenses within their areas.
Since it launched in August 2012, WBL has kept an up-to-date record of all NRC materials licenses. The system makes it easier to handle licensing tasks from the initial application and approval to amendments, renewals, and termination, helping regulators stay organized and efficient.
WBL is NRC’s main system for managing materials licenses and is also available to Agreement States that want to use it.

New Online Access for Applicants and Licensees
WBL offers applicants and existing NRC byproduct materials licensees a modern, secure, and convenient online portal to manage their licensing needs. Through the portal, eligible users can easily submit new applications, track the status of their licenses, and request amendments and renewals all in one centralized location.
At this time, the WBL portal is available only to applicants and holders of byproduct materials licenses. Planned enhancements will expand the portal to include additional license types such as reciprocity, import/export, and sealed source and device registrations.
To get started, eligible users must first complete a quick credentialing process that ensures secure and authorized access to the system. Credentialing is fast and simple. Begin here:

ISMP Credentialing Steps for External Users
This guide outlines the steps for credentialing external users, such as licensees and applicants, into ISMP systems.
- New External Applicant (Does not yet have a One-Time Password (OTP))
- Go to Get credentialed for WBL and complete the form.
- Keep the "Existing Government-issued digital security credential" radio button selected as No.
- Wait for approval from your program sponsor.
- Check your email for a link and temporary password to begin credentialing.
- Enter your home address and request your OTP.
- Complete ID proofing, either remotely or in person.
- Receive and activate your OTP to access NRC systems.
- New External Applicant (Already has an OTP)
- Go to Get credentialed for WBL and complete the form.
- Keep the "Existing Government-issued digital security credential" radio button selected as No.
- Wait for approval from your program sponsor.
- Check your email for a link and temporary password.
- Complete ID proofing if required.
- Use the approval code to link your existing OTP to ISMP.

General Questions
1. What is the online NRC Form 313?
The online NRC Form 313 is the digital version of the paper license application form. It lets applicants submit applications directly through the Web-Based Licensing System (WBL), making the process faster and reducing the need for paper.
2. Who can use the online Form 313?
Anyone applying for a new license, renewal, or amendment with the NRC can use the online Form 313.
3. Is using the online Form 313 mandatory?
No, it is not required, but it is highly recommended. Using the online form makes submissions easier, reduces errors, and helps keep communication with NRC staff clear and efficient.
4. Will this feature be available for Agreement State use?
Currently, the online Form 313 is available for NRC applications only. Expansion to the Agreement States using WBL will be considered after the functionality is fully deployed at the NRC.
Submission Process
5. How do I get access to the online Form 313?
You need to be credentialed through the Portfolio Enrollment Module (PEM). For instructions on setting up your account and verifying your credentials, visit Get credentialed for WBL
6. How does the online application process work?
The system walks you through each step, following the same format as the paper NRC Form 313. It is designed to be intuitive and includes prompts, tips, and links to help you complete the application correctly.
7. Do I still need to mail paper forms?
No. The online system replaces paper forms entirely. Everything, including applications, supporting documents, and submissions, is done electronically. This speeds up processing and reduces the chance of errors or lost paperwork.
8. Can I save my application and complete it later?
Yes. You can save your progress at any time and return to finish the application later. This is helpful if you need to gather additional information or supporting documents.
9. What documents do I need to upload when submitting Form 313?
The documents you need to upload depend on the type of license action. For new license applications, the system provides links to guidance documents that explain what must be submitted. Typical documents may include facility diagrams, radiation safety procedures, equipment lists, or staff qualifications.
For amendments, upload the documents necessary to support the changes you are requesting. This could include revised procedures, updated training records, or additional safety information related to the amendment.
10. Will I receive confirmation after submitting my application?
Yes. You will receive an email confirming your submission, and you can track the status of your application in WBL at any time.
Processing and Approval
11. Will the NRC be notified when I submit my application?
Yes. The system automatically routes your application to the correct NRC Region for review.
12. Can I check the status of my application?
Yes. You can monitor your application’s progress using the “View Status of Applications” feature on the WBL landing page. Status updates include awaiting digital signature, submitted, in process, and completed.
13. What if I need to make changes after submitting my application?
Once your application is submitted, you cannot make changes directly. If updates are needed, please contact the assigned license reviewer. Depending on the scope of the change, the reviewer will determine whether the changes can be added to the current application or if a new application must be submitted.
