Safety Evaluation Report

The NRC staff reviewed the Surry Power Station, Units 1 and 2, subsequent license renewal application for compliance with the requirements of Title 10 of the Code of Federal Regulations, Part 54, "Requirements for Renewal of Operating Licenses for Nuclear Power Plants" and prepared a report to document its findings. The final "Safety Evaluation Report Related to the Subsequent License Renewal of Surry Power Station, Units 1 and 2," was issued on March 9, 2020.

The original target date for an NRC decision on the subsequent license renewal application for Surry was June of 2020 (an 18-month review time).  However, the applicant had not obtained a Coastal Zone Management Act (CZMA) consistency determination from the State prior to that date.  According to 16 U.S.C. § 1456(c)(3)(A), “[n]o license or permit shall be granted by the Federal agency until the state or its designated agency has concurred with the applicant’s certification;”  Therefore, the licenses could not be issued until such a concurrence was completed by the State.  On April 8, 2021, Dominion submitted the State’s unconditional concurrence on Dominion’s application for the CZMA consistency certification.  Upon receipt of this letter, the NRC staff continued its review of the subsequent license renewal application for Surry.

Environmental Impact Statement

NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants Regarding Subsequent License Renewal for Surry Power Station Units 1 and 2 (NUREG-1437, Supplement 6, Second Renewal) Final Report" was published on April 6, 2020. This supplement documents the NRC staff's review of the environmental issues at Surry Power Station Units 1 and 2 regarding the Dominion Energy application for subsequent license renewal of that facility. This supplement was prepared in accordance with 10 CFR 51. This supplemental environmental impact statement includes the NRC staff's analysis that considers and weighs the environmental effects of the proposed action (subsequent license renewal) and the environmental impacts of alternatives to the proposed action. It also includes the NRC staff's recommendation regarding the proposed action.

Public Involvement

The public is encouraged to participate in the reactor license renewal process through public meetings, and public comment periods on rules, renewal guidance, and other NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants Regarding Subsequent License Renewal for Surry Power Station Units 1 and 2 (NUREG-1437, Supplement 6, Second Renewal) Draft Report for Comment," was published in October 2019. This draft supplement documents the NRC staff's review of the environmental issues at Surry Power Station Units 1 and 2 regarding the Dominion Energy application for subsequent license renewal of that facility. The draft supplement was prepared in accordance with 10 CFR 51.71. This supplemental environmental impact statement includes the NRC staff's analysis that considers and weighs the environmental effects of the proposed action (subsequent license renewal) and the environmental impacts of alternatives to the proposed action. It also includes the NRC staff's preliminary recommendation regarding the proposed action.documents.
