The NRC staff held a public meeting with representatives of NuScale Power, LLC (NuScale) and the Carbon Free Power Project, LLC (CFPP) for NuScale to provide an update to the NRC staff regarding NuScale operator licensing activities and their plan for addressing the cold licensing phase in the CFPP combined license application (COLA). NuScale and CFPP presented their plans to seek exemptions for control room staffing, alternate methods for in-plant walkthrough examination, use of a Commission Approved Simulator for significant control manipulations, and an alternate [to NUREG-1021] examination methodology. NuScale and CFPP requested this meeting to inform the NRC staff about these plans for the CFPP COLA.

The NRC staff held a public meeting with representatives of NuScale Power, LLC (NuScale) and the Carbon Free Power Project, LLC (CFPP), for NuScale to present an overview of proposed changes to the hot and cold operator license program. NuScale is pursuing subsequent changes to three industry guidance documents to align guidance with advance reactor designs and exemptions from some requirements in 10 CFR Part 55. NuScale and CFPP requested this meeting to inform the NRC staff about these operator licensing program details that will be included in the CFPP combined license application.

The NRC staff held a public meeting with representatives of NuScale Power, LLC (NuScale) to further discuss NuScale’s plan to develop a centralized and vendor-owned training facility that is accredited by the Institute of Nuclear Power Operations (INPO). The focus of this discussion was on the education and experience requirements for operators of a NuScale facility including that these requirements could be reduced relative to current requirements for licensed operators at power reactors. The NRC staff requested this meeting to better understand the reason for this change and whether the proposed approach will be consistent with Commission policies for education and experience.
