TO ALL NONPOWER REACTOR LICENSEES 

In July 1979, the Commission published for comment a draft Regulatory Guide
and Value/Impact Statement for a Division 5 Regulatory Guide entitled;
"Standard Format and Content for Licensee Physical Security Plan for the
Protection of Special Nuclear Material of Moderator or Low Strategic
Significance."  This guide provides the guidance for implementation of the
recently published (July 24, 1979) 10 CFR 73.47.  A copy of this Division 5
Regulatory Guide is provided in accordance with the Commission's policy of
ensuring all affected licensees are informed of regulations and guides that
may affect them.  Your attention is directed to the September 21, 1979 date
for submittal of comments on the draft guide and valve/impact statement.
