W20  Independence without Isolation: International Perspective on How Regulators Maintain Independence While Engaging Other Government and Industry Stakeholders

One of the cornerstones of a strong regulator is maintaining independence. This session will focus on how regulators around the world maintain their independence while meeting the needs of domestic government, industry, and NGO stakeholders. Examples could include how the regulator interacts with the promotional entity in its own government, how the regulator might consider the perspectives of NGOs and licensees, or how national energy goals might influence regulatory priorities. The session will explore independence philosophies, engagement strategies, and examples in which both the regulator and stakeholder organizations met their separate yet interconnected objectives. A take-away message will be that an independent regulator must also consider the interests and views of domestic stakeholders to ensure an informed decision.
