Purpose
This is a pre-submittal public meeting to discuss a proposed fleet LAR that would revise Technical Specifications (TSs) 5.3.1 (unit staff qualifications), for all sites to relocate training qualification requirements from TSs to their Quality Assurance Topical Report(QATR)/Nuclear Development Quality Assurance Manual (NDQAM). SNC is also proposing to adopt Regulatory Guide (RG) 1.8, Revision 4, “Qualification and Training of Personnel for Nuclear Power Plants,” with a couple of exceptions to allow: (1) personnel who are in a position and qualified for that position under current TS prior to transition to RG 1.8, Revision 4, to be “grandfathered”, and (2) experience to be substituted towards a baccalaureate degree at a rate of 8 semester credit hours (SCHs) per year of experience up to 80 SCHs. RG 1.8, Revision 4, endorses ANSI/ANS-3.1-2014, Section 4.1.2, and it only allows experience to be substituted at a rate of 6 SCHs per year of experience up to 60 SCHs.
