This is a continuation of the workshop originally scheduled for September 30-October 1 that was interrupted due to the government shutdown. Topics will include presentations on PRA modeling applications, operating experience, external hazards, human reliability analysis, regulatory and oversight applications, realism for advanced reactors and public perspectives.

The purpose of the meeting between the U.S. Nuclear Regulatory Commission (NRC) and Duke Energy Progress, LLC (Duke) is to discuss a proposed license amendment request for Shearon Harris Nuclear Power Plant, Unit 1 (HPN), to modify HNP Technical Specification (TS) 3/4.7.5, “Ultimate Heat Sink,” by relocating the minimum water level limits to the licensee-controlled Technical Requirements Manual. The proposed amendment would also update the TS to reflect that either the Auxiliary Reservoir or the Main Reservoir, when operable, meets the associated Limiting Condition for Operation. In addition, an administrative change is proposed to consolidate content from TS Table 6.2-1, “Minimum Shift Crew Composition,” related to the responsibility of the individual designated for the control room command function, into TS 6.1.2.

The purpose of the meeting is to discuss with Virginia Electric Power Company (the licensee) a proposed license amendment which proposes to change Technical Specification (TS) 3.16 Action B.1.a.3 and extend its Allowed Outage Time from 7 days to 14 days to facilitate the replacement of Emergency Diesel Generator 1 cabling. The cable replacement will require a change to Unit 1 and Unit 2 TS to allow Unit 2 to continue to operate while Unit 1 is in outage, and EDG 1 is out of service for cable replacement. A probabilistic risk-informed approach will be used to support this proposed license amendment.
