A regulatory basis contains the justification for the rulemaking; describes the issues that must be addressed; provides the scientific, technical, legal, or policy information that supports the rulemaking; and provides a basis for informed decisions during the rulemaking process. The NRC published a notice in the Federal Register on November 9, 2022 (87 FR 67571) requesting public comments on the subject regulatory basis. The regulatory basis document is available in the NRC’s Agencywide Documents Access and Management System at Accession No. ML22108A004.
