INTENT

The U. S. Nuclear Regulatory Commission (NRC) is issuing Regulatory Issue Summary (RIS) 2000-11, Supplement 1, to inform addressees that the FTS-2001 Emergency Telecommunications System (ETS) will require them to dial 1 before placing long distance calls and that they will need to update their instructions and procedures accordingly.

BACKGROUND INFORMATION

Regulatory Issue Summary 2000-11 informed licensees of impending changes to the ETS. Attachment 1 of the RIS described how the existing FTS-2000 service would be transferred to the FTS-2001 system supplied by MCI-WorldCom. Attachment 2 outlined an optional approach whereby licensees could transfer ETS to their corporate communications systems. Twenty-three reactor sites chose this approach. This supplement provides additional information relating to the changeover from FTS-2000 to FTS-2001.

SUMMARY OF ISSUE

The transition from the FTS-2000 system, operated by AT&T, to the FTS-2001 system, operated by MCI-WorldCom, may affect instructions and procedures associated with the implementation of licensee emergency plans. Specifically, the FTS-2001 system requires callers to dial 1 before long distance numbers. The FTS-2000 system omits the prefix 1. Therefore, before the actual ETS transfer, licensees should:

      (1) Update dialing instructions and procedures for placing calls to the NRC.
 
  (2) Update the Emergency Response Data System (ERDS) interface for each reactor unit by adding the prefix 1 to the dialing string for the ERDS modems.
 
  (3) Take steps to ensure that emergency response communicators and control room personnel are aware of the new dialing procedures. (The NRC has prepared new stickers with a 1 before the NRC contact telephone numbers. The regional emergency response coordinators will distribute them.)

This RIS requires no action or written response. Since this item does not constitute a backfit under 10 CFR 50.109, the staff did not perform a backfit analysis.
