T14 Making an Impact: Innovation in the Production of Medical Radioisotopes

By adapting its approach to non-power reactor regulation, the NRC staff applies a scaled approach to the licensing and oversight of first-of-a-kind medical radioisotope facilities intended to support the establishment of a reliable supply of molybdenum-99. This session will highlight the significance of molybdenum-99 production; challenges to establishing a reliable supply of medical radioisotopes; the importance of technology and regulatory innovation; and the impact of medical radioisotope production on the future of the nuclear industry. Panelists will provide insights on right-sizing licensing reviews and inspections; adapting regulatory tools for new technologies; and effective engagement practices to facilitate regulatory decisions of non-power production and utilization facilities (NPUFs). NRC staff and industry will discuss key challenges, successes, and lessons learned in the areas of pre-application coordination; technology development; licensing reviews; and inspection of new NPUFs. This session will demonstrate an ability of the NRC staff to effectively regulate novel technologies by evolving its processes based on the minimal risks posed by new NPUF facilities and ongoing coordination with prospective applicants; current applicants; and licensees.
