Toshiyuki Koganeya

Mr. Koganeya graduated the Graduate School of Science Kyoto University and joined the Ministry of Economy, Technology, and Industry (METI) in 1994. e was in charge of policy planning and implementation in the field of energy policy, trade promotion, and research and development (R&D) etc. He has devoted his career in nuclear regulation since 2011, soon after the TEPCO Fukushima Daiichi Accident. He was responsible for response to and investigation of the accident for 2 year from July 2011 to July 2014 in the Nuclear and Industrial Safety Agency (NISA) of METI and the NRA. He has been one of the leaders in NRA for improving Japan's oversight program since 2016. He was a foreign assignee of the US NRC and experienced the US ROP for 1 year, and his experience as the assignee are well incorporated in Japan's oversight program, which are more comprehensive with risk-informed and performance-based concepts. He is now responsible for implementing Japan's oversight program in the COVID-10 Pandemic situation.
