Advanced Simulations for Evacuations: What Are We Learning?

With the 2020 decennial census around the corner, nuclear power plant licensees will need to update evacuation time estimate (ETE) studies used to support emergency planning, as required by Appendix E to 10 CFR Part 50. The NRC has completed a study to examine technical subjects associated with the development of evacuation simulation models and to assess the parameters most important for ETE studies. Research topics included shadow evacuation, manual traffic control, population growth, mobilization time, adverse weather, and associated model measures of effectiveness. The results of this research will inform revisions to NUREG-CR/7002, "Criteria for Development of Evacuation Time Estimate Studies," to be issued in advance of the decennial ETE updates. Staff from the Office of Nuclear Security and Incident Response will be on hand to discuss what we learned from this study and what licensees can expect for proposed changes to the guidance.
