Kristin Hickman

Kristin E. Hickman is the McKnight Presidential Professor in Law, Distinguished McKnight University Professor, Harlan Albert Rogers Professor in Law, and Associate Director of the Corporate Institute at the University of Minnesota Law School. Professor Hickman teaches and writes in the areas of administrative law, federal tax administration, and statutory interpretation. She co-authors the Administrative Law Treatise and a textbook on federal administrative law. Her scholarly work has been cited in several United States Supreme Court opinions and more than 150 lower court opinions and court briefs. Professor Hickman is one of forty public members of the Administrative Conference of the United States and a Fellow of the American College of Tax Counsel. In 2018-2019, she served as Special Adviser to the Administrator of the Office of Information and Regulatory Affairs, helping to implement its 2018 memorandum of agreement with the Treasury Department. Before Professor Hickman became an academic, she practiced tax law with the Skadden, Arps law firm and clerked for the Honorable David B. Sentelle of the United States Court of Appeals for the District of Columbia Circuit.
