Due to a lapse in appropriations, the NRC has ceased normal operations. However, excepted and exempted activities necessary to maintain critical health and safety functions—as well as essential progress on designated critical activities, including those specified in Executive Order 14300—will continue, consistent with the OMB-Approved NRC Lapse Plan.

James Chang

Dr. Yung-Hsien James Chang is a risk and reliability engineer of the NRC's office of research (RES). He has performed diverse risk assessment activities on the safety and security of operating reactors, decommissioning reactors, spent fuel pools, and nuclear fuel facilities to support NRC's regulatory decision-making in rulemaking, licensing, and reactor oversight. He is a developer of the NRC's IDHEAS human reliability analysis method and the SACADA system that collects human reliability data from licensed operator simulator training.

Before joining the NRC in 2006, Dr. Chang worked for the University of Maryland, the Paul Scherrer Institute, Switzerland, and Institute of Nuclear Energy Research, Taiwan. In these institutes, he developed advanced dynamic probabilistic risk assessment tools and performed thermal-hydraulic experiments for nuclear plant safety.
