Christopher Regan

Christopher Regan is the Director, Division of Rulemaking, Environmental, and Financial Support (REFS) serving as the NRC's Chief Environmental Review and Permitting Officer (CERPO) and the Federal Preservation Officer (FPO). As Director of REFS he is responsible for leading the agencies environmental reviews encompassing implementation of National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), and Endangered Species Act (ESA).  He is also responsible for execution of the NRC's rulemaking process, and for the conduct of financial qualification and decommissioning funding assurance reviews in support of the NRC's licensing activities.

Mr. Regan has more than 32 years of experience working as a regulator in the nuclear energy industry, including assignments early in his career as an NRC inspector working at the San Onofre Nuclear Generating Station and as a technical reviewer and senior project manager for the first commercial operating power reactor license renewals.

Mr. Regan was selected into the Senior Executive Service in 2017 and has served in multiple executive positions at the NRC including Deputy Director of the Division of Engineering, (Office of Regulatory Research), Deputy Director of the Division of Construction Oversight, (NRC Region II, Atlanta), Deputy Director of the Division of Fuel Management (NMSS) and Acting Director of the Division of Reactor Oversight (Office of Nuclear Reactor Regulation) before being assigned to his current position in July 2022.

Mr. Regan received an M.S. in Engineering Management and a B.S. in Mechanical Engineering from the University of Maryland.
