Changes Ahead: NRC Reorganization
The NRC is launching a significant organizational modernization effort designed to streamline decision-making, consolidate functions, and enhance alignment with national priorities for the safe and efficient deployment of innovative nuclear technologies. The reorganization will focus on core business lines of new reactors, operating reactors, and nuclear materials and waste. NRC aims to have the reorganization implemented by mid summer.
What is Changing?
To strengthen coordination and improve functional alignment, the NRC will:
- Establish two new offices: the Office of Advanced Reactors (OAR) and the Office of the Chief Nuclear Reactor Inspector (CNRI).
- OAR will focus on supporting the growing landscape of new and advanced reactor technologies.
- CNRI will integrate operating reactor oversight and inspection staff from Headquarters and all four regional offices to enhance consistency and accountability.
- Align materials licensing and inspection staff from Headquarters and regional offices under the Office of Nuclear Materials Safety and Safeguards.
- Move programmatic functions of Nuclear Security and Incident Response to be part of Office of Nuclear Reactor Regulation. Inspection functions will be integrated into CNRI.
- Move technical training programs from the Office of the Chief Human Capital Officer to the Office of Nuclear Regulatory Research.

NOTE: Placement of Small Business, Civil Rights, Acquisitions functions will be fully determined once the organization of the Commission-reporting offices have been finalized.
Why This Change is Important
The NRC is reorganizing to streamline its decision-making processes to achieve the efficiencies envisioned by the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act of 2024 (ADVANCE Act) and Executive Order 14300, “Ordering the Reform of the Nuclear Regulatory Commission.” Consolidating certain functions is a key part of enabling those efficiencies. In alignment with both the ADVANCE Act and Executive Order 14300, the NRC is adjusting its structure to better support national priorities for bringing more power to the grid through efficient licensing of new and innovative nuclear technologies, while continuing to ensure strong oversight of existing nuclear technologies.
What Does This Mean for NRC?
The new organization is intended to create a more direct reporting chain for the work we do. Licensing and inspection functions will be integrated within each business line to create a single point of accountability and improve coordination between licensing and inspection teams from the onset of projects. In addition, functions carried out under the corporate support business line will be consolidated to improve efficiency.
