Office of the Chief Financial Officer

The Office of the Chief Financial Officer is responsible for the NRC's financial management activities, agency-wide internal controls, establishing budgeting and financial management policy for the agency, and providing advice to the Chairman and the Commission on these matters. 

The office develops and maintains an integrated agency accounting and financial management system; establishes policy and directs oversight of agency financial management personnel, activities, and operations; oversees the management of the agency's Programmatic Internal Control Program; prepares and transmits an annual report which includes the agency's audited financial statement to the Chairman and to the Director of the Office of Management and Budget (OMB); and reviews on a periodic basis, fees and other charges imposed by NRC for services provided and makes recommendations for revising those charges as appropriate. 

Additionally, the OCFO provides an agency-wide management control program for financial and program managers to comply with the Federal Managers' Financial Integrity Act and is responsible for implementing the Chief Financial Officers Act at the NRC.

Divisions and Branches

Division of the Comptroller (DOC)

Provides technical advice, assistance, and guidance to agency senior managers on the Nuclear Regulatory Commission's financial reporting, accounting, financial policy, financial systems, and financial operations. 

Develops and administers policies, standards and procedures for all NRC financial systems. Develops and maintains financial systems in support of the agency's financial reporting, license fee billing, payroll, time and labor reporting, travel operations, disbursements, collections, and other financial management functions. 

Prepares the agency's annual financial statements and other financial reports. Administers the NRC's licensee fee billing operations. Provides payroll, travel, payments and fiscal services for the NRC. Assumes supervisory authority and fiduciary responsibilities for financial plans and allowances issued to the Central Allowance, including the responsibility to ensure that allowance limitations are not exceeded. 

Maintains liaison with GAO, Department of Treasury, OMB, and other agencies on financial management and financial systems matters. Evaluates financial and programmatic information systems with respect to CFO needs. Develops and administers policies, standards, and procedures, for all financial management activities of the NRC.

The Division reports directly to the CFO and Deputy CFO. 

Financial Reporting Branch (FRB)

Leads annual and interim financial reporting and accounting closeout activities. Assembles and collects financial reporting information and prepares the agency Financial Report. Manages the agency's internal control over financial reporting. 

Manages and oversees the agency’s general accounting activities to ensure proper recording of financial business and adherence to generally accepted accounting principles. Interprets and implements government-wide accounting reporting requirements. 

Acts as the liaison with GAO, OMB, the Department of the Treasury (USDT), and other Federal counterparts for accounting and reporting related matters. Acts as the liaison for financial audits of the OIG or GAO. Coordinates the maintenance and updates to the NRC accounting policy manual.

The Branch reports directly to the Comptroller. 

Financial Systems Branch (FSB)

Ensures that all NRC financial management systems comply with established Federal requirements. Serves as the OCFO's principal interface with NRC's Office of the Chief Information Officer on such requirements. 

Arranges and manages the independent verification and validation of new financial systems software and/or modifications to existing systems. Leads the development or improvement of all of the agency's financial systems. Participates in the implementation of the CFO's long-term financial systems development strategy and coordinates its implementation. 

Maintains operational and maintenance responsibility for NRC's core accounting, budget formulation, cost activity, time and labor and travel systems, ensuring that they meet established requirements of the Federal IT Acquisition Reform Act. Performs/ensures data governance and quality control of all financial data.

Leads the development and application of enterprise financial reporting, business intelligence, data analytics, and emerging technologies to improve financial management, strengthen data-driven decision-making, and support agency strategic objectives. Oversees enterprise financial data models, reporting solutions, and related business process improvements to enhance reporting capabilities, data governance, and operational effectiveness.

The Branch reports directly to the Comptroller. 

Acquisition Data & System Team (ADST)

Leads the management, integrity, and optimization of acquisition data and systems to ensure compliance with Federal financial management and procurement requirements. Serves as the OCFO’s primary liaison with the Office of the Chief Information Officer and acquisition stakeholders on system functionality, data standards, and reporting needs.

Oversees the development, enhancement, and validation of acquisition-related systems and data interfaces, including independent verification and validation of system changes. Supports implementation of the agency’s acquisition systems strategy, ensuring alignment with statutory and regulatory requirements, including the Federal IT Acquisition Reform Act.

Maintains responsibility for the governance, quality, and accessibility of acquisition data across core financial and procurement systems. Ensures data integrity, supports audit readiness, and delivers reliable reporting to inform budget execution, procurement oversight, and strategic decision-making.

Central Allowance Branch (CAB)

Serves as the Central Allowance Financial Manager with responsibility for the allocation, reprogramming, and certification of funds for all agency offices, including management of travel, temporary duty (TDY), and permanent change of station (PCS) funding for all NRC offices, excluding the Office of the Inspector General (OIG).

Oversees all Central Allowance budget execution activities, the identification and resolution of funding shortfalls. Develops, implements, and maintains policies, standards, and procedures governing financial management and reporting activities, with a focus on commitment and obligation processes, fiscal services, and compliance with applicable requirements. Directs the planning, execution, and reconciliation of all Central Allowance operations to ensure effective stewardship of resources.

Serves as the agency lead for financial corrections, adjustments, and reorganizations within the core accounting system, ensuring the accuracy and integrity of financial data. Oversees the monitoring, tracking, and billing of reimbursable travel activities to ensure proper cost recovery and accountability.

Exercises supervisory authority and fiduciary responsibility for financial plans and allowances issued under the Central Allowance. Ensures that all allocations and expenditures remain within authorized limits and comply with applicable laws, regulations, and internal control standards.

The Branch reports directly to the Comptroller.

Travel Operations Team (TOT)

Leads the development and administration of centralized travel policy and programs, including travel operations, travel support services, and associated administrative functions. Provides oversight of the agency’s travel charge card program, government travel card program, and relocation program, including authorization of PCS benefits and management of the Home Sale program. Establishes policies, standards, and procedures for travel services and reporting, and interprets and implements Federal travel regulations to ensure compliance and consistency across the agency.

Develops, implements, and oversees NRC travel policy in accordance with the Federal Travel Regulation (FTR) and applicable federal guidance. Establishes standards, procedures, and internal controls governing official travel, including authorization, reimbursement, and travel charge card usage. Provides policy interpretation and guidance to program offices and ensures compliance, consistency, and efficient execution of travel operations across the agency.

The Team reports directly to the Central Allowance Branch Chief.

Financial Services & Operations Branch (FSOB)

The group is responsible for the comprehensive management, execution, and oversight of agency payroll and accounts payable operations, ensuring accuracy, timeliness, regulatory compliance, and the effective implementation of internal controls across all related financial activities.

The group acts as the primary liaison with the accounting service provider on all payment-related operational issues and activities, including transaction processing, system functionality, error resolution, and reconciliations. It monitors and resolves invoice discrepancies, coordinates with program offices and vendors, and ensures that expenditures are accurately recorded in the agency’s financial systems and confirms that all Treasury payment requests are properly certified for payment.

Additionally, the group captures, analyzes, and maintains performance measurement data related to payroll and payment operations, using these metrics to assess service effectiveness, identify trends, and drive continuous process improvements. It supports financial reporting requirements, including accruals, reconciliations, and audit support, and ensures that all payroll and disbursement activities are fully documented and audit ready.

The group administers the agency’s centralized payroll function, including oversight of time and attendance validation, payroll processing, reconciliation, and certification of payroll disbursements. It ensures compliance with all applicable federal statutes, regulations, and agency policies governing pay, leave, benefits, and deductions. The group coordinates closely with the Federal Shared Service Provider to resolve payroll discrepancies, support system interfaces, and maintain the integrity and auditability of payroll data.

Develops, implements, and oversees NRC payroll policy in alignment with federal pay and leave regulations and applicable guidance. Establishes standards, procedures, and internal controls governing compensation, premium pay, and leave administration. Provides policy interpretation and guidance to program offices and payroll operations to ensure accurate, timely, and compliant payroll processing across the agency.

The Branch reports directly to the Comptroller.

Labor Administration and Fee Billing Branch (LAFBB)

Administers the NRC time and labor reporting policies and functions. Defines requirements for and provides functional support to the implementation of NRC's Cost Activity Code System. Formulates procedures for the management of the agency labor reporting data structure used for license fee billing, budget execution, cost allocation, and management reporting. 

Performs quality control analysis, reviews, oversight and other activities to ensure appropriate usage of codes for time and labor reporting. Provides customer services, including training, related to establishing time and labor codes, and creating staff assignments for time and labor reporting and fee billing, as applicable, to all NRC employees. 

Formulates policies, standards, and procedures for licensee and other debt collection activities and related fiscal services and reporting requirements. Interprets and implements debt collection regulations and associated cash management efforts. 

Develops, implements, and maintains NRC's debt collection strategy. Acts as liaison with accounting service provider on all debt collections operational issues and activities.

Serves as a liaison and support as needed to the License Fee Policy Team.

The Branch reports directly to the Comptroller.

Fee Billing Team (FBT)

Formulates standards and procedures for license fee operational activities. Provides oversight and conducts all agency license fee billing operational activities. Implements license fee regulations. 

Administers NRC facilities, materials licensee, and annual fee billing operations. Facilitates the Part 170 license fee validation process. Issues Part 170 and Part 171 invoices and reports. Processes small-entity license fee certifications. Implements license fee exemptions. Serves as a liaison and support as needed to the License Fee Policy Team.

The Team reports directly to the Labor Administration and Fee Billing Branch Chief.


Division of Budget (DOB)

Manages the agency's budgeting processes and internal control program. Formulates the agency’s annual budget and related legislative policies for agency programs. This involves analyzing program requirements, aligning resources with strategic goals, and preparing budget justifications for submission to the Office of Management and Budget (OMB) and Congress. Advises the Chairman, Commission, and Executive Director for Operations on the budgetary impacts of events occurring within and outside the agency. 

Leads the financial execution of the agency’s budget, managing the apportionment and allotment of funds to ensure they are used for authorized purposes and in compliance with the Anti-Deficiency Act. Manages the agency's administrative control of funds and issues allowances and financial plans. This includes monitoring expenditures against planned spending and providing timely performance reports. Provides agency senior management with independent analyses on issues related to policy, program, and resource issues.

Manages the agency’s framework for programmatic and financial internal control and enterprise risk management, which includes internal control over reporting and payment integrity. Responsible for the annual reasonable assurance certification process, resulting in the agency’s Statement of Assurance to the President and Congress.

Maintains liaison with OMB and Congressional appropriations committees on the formulation, presentation, and execution of the agency's budget. Provides budgetary execution reporting to Congress and the Commission. Develops and maintains policies, procedures, training, and operations to ensure the formulation and implementation of the approved agency budget.

The Division reports directly to the CFO and Deputy CFO.

Budget Operations Branch (BOB)

Leads the activities for the agency’s budget formulation process, including the high-level planning guidance, fiscal year budget instructions, internal/external publication of budget books, and annual budget implementation plan in accordance with OMB Circular A-11 requirements. 

Manages the agency control numbers, budget structure, and related analysis to inform formulation. Maintains effective collaboration with the OEDO, program offices, Office of Congressional Affairs regarding Congressional briefings, Office of Public Affairs on the public release of the budget, and the Commission staff. 

Analyzes draft and final legislation for potential and actual impacts on agency policy, program, and resources, in coordination with the Office of the General Counsel and others, as appropriate. Evaluates OMB budget community data requests for appropriate agency response. Develops and updates policy for Management Directive 4.7, Budget Formulation.

The Branch reports directly to the Budget Director.

Budget Operations Mission Support Team (BOMST)

Provides direct budget formulation and execution support to program offices by serving as the primary liaison between the CFO and business line leads. Translates agency-wide planning guidance, budget policies, and OMB Circular A-11 requirements into actionable program-level requirements, ensuring alignment of resources with mission priorities.

Coordinates development, review, and integration of program office budget submissions; analyzes resource needs, trade-offs, and impacts; and supports responses to internal and external data calls. Collaborates with stakeholders across program offices to ensure consistency with the agency’s budget structure, control numbers, and strategic objectives.

Advises program leadership on budget policy, formulation processes, and implementation planning, and provides ongoing support to ensure accurate execution and alignment with approved funding.

The Team reports directly to the Budget Operations Branch Chief.

Funds Control & Analytics Branch (FCAB)

Leads the activities for the agency’s budget execution process. Manages the agency’s administrative control of funds, ensuring proper allocation and execution of funding provided to allowance holders. Develops and implements agency-wide policies and procedures governing apportionment, allotment, allocation, and execution of the NRC budget in accordance with OMB Circular A-11 and Treasury requirements.

Conducts scenario planning, end-of-year analyses, and quarterly performance measure reviews to support agency decision-makers on budget matters. Leads processes for the administrative control of funds, including the annual budget load, mid-year resource review, and end-of-year budget sweep. Ensures proper execution by monitoring adherence to Congressional ceilings and reductions. Responsible for monthly unobligated reconciliations, reimbursable funds adjustments, prior year funding (carryover), coordination of continuity of operations within OCFO, and monthly and quarterly budgetary execution reporting to the Commission and Congress. Collaborates with OEDO on continuing resolution planning and possible shutdown procedures. 

Provides guidance and training for allowance holders on responsibilities related to administrative control of funds. Develops and updates policy for Management Directive 4.2, Administrative Control of Funds; Management Directive 4.5, Contingency Planning for Periods of Lapsed Appropriations; and Management Directive 4.8, Budget Execution.

The Branch reports directly to the Budget Director.

Funds Control Mission Support Team (FCMST)

Serves as liaison between the CFO and business line leads. Provides funds control and budget execution support to program offices, including monitoring allocations, validating execution data, and ensuring compliance with administrative control of funds requirements. Assists allowance holders in addressing funding issues and maintaining accurate, timely execution. Prepares and presents financial status updates to senior leadership and keeps office directors informed of their financial standing throughout the fiscal year.

The Team reports directly to the Funds Control and Analytics Branch Chief.

Internal Control Branch (ICB)

Manages and provides strategic direction for the agency’s internal control program. Provides guidance, training, and administration for compliance with the Federal Managers’ Financial Integrity Act (FMFIA) and Government Accountability Office (GAO) Standards for Internal Control in the Federal Government. ICB’s activities focus on reducing risk to achieving objectives and protecting public resources.

Works in collaboration with the Office of the Executive Director for Operations (OEDO) on the agency’s enterprise risk management, programmatic internal controls, and financial performance management in accordance with OMB Circulars A-123 and A-11 requirements.

Leads the annual reasonable assurance certification process, resulting in the agency’s Statement of Assurance to the President and Congress as to the overall adequacy and effectiveness of internal controls within the agency related to operations, reporting, and compliance. Maintains liaison with GAO, OMB, and other Federal counterparts for internal control related matters. Develops and updates policy for Management Directive 4.4, Enterprise Risk Management and Internal Control.

Serves as liaison between the CFO and business line leads. Provides proactive internal control planning, risk assessment, controls monitoring, and evaluations based on the FMFIA and the Evidence Act, to ensure compliance, drive continuous improvement in effectiveness and efficiency, and advance data-driven decision-making.

Manages the framework for internal control over reporting and payment integrity. Conducts assessments in accordance with OMB A-123 Appendices A and C, and develops and monitors corrective action plans as evidence to support reasonable assurance. Incorporates into assessments internal control beyond compliance to promote a culture of accountability and fiscal discipline.

The Branch reports directly to the Budget Director.

License Fee Policy Team (LFPT)

Leads the formulation and publication of the NRC’s annual proposed and final fee rule and establishes standards, internal controls, and procedures governing financial operations. Implements and interprets applicable regulations, including 10 CFR Parts 170 and 171, and processes license fee waiver and exemption requests. Serves as a liaison to program offices and financial operations functions, including the Fee Billing Team, travel management, and payroll administration. 

The Team reports directly to the Budget Director.


Division of Acquisition Management (AMD)

Directs, coordinates, and performs contracting, interagency agreements (including Department of Energy Laboratory Agreements), simplified acquisition, grant, and financial assistance activities for NRC, including contractor/agency/grantee selection, negotiation, administration, and closeout. Develops, implements, administers, and monitors Federal (e.g., Federal Acquisition Regulation, Office of Management and Budget (OMB), Executive orders, etc.), interagency, and agency-wide procurement policies, guidelines, standards and procedures. 

Provides advice and assistance to the NRC program officials relative to Federal procurement and agency regulations and methods of meeting program and mission objectives consistent with such requirements. Provides oversight to ensure agency-wide compliance with appropriate procedures and regulations in monitoring contracts, grants and interagency agreements, including for regional procurement activities. 

Oversees agency acquisition workforce training and certification, purchase card, and strategic sourcing programs. Develops policy and procedures and oversees agency practices to assure compliance with OMB and other Federal statutes, directives, and guidelines. Provides the automated tools, techniques, processes, and data needed for the ongoing support of the agency’s acquisition program, including reporting to support informed, timely management decision-making.

The Division reports directly to the CFO and Deputy CFO.

Acquisition Business Advisory Branch (ABAB)

Develops, implements, administers, and monitors agency-wide procurement policies and procedures, acquisition workforce training and certification, and oversight and execution of the purchase card program.  Performs agency-wide oversight of procurement operational activities. Coordinates and responds to internal and external requests, data calls and audits. 

Works in partnership with contracting officers, contracting officer’s representatives (CORs), and program officials to support general acquisition activities and proactively plan for future procurement actions.  Facilitates division organizational effectiveness and knowledge management activities. 

Operational responsibilities include monitoring and tracking of advanced procurement plans and expiring contracts, processing contract closeouts, overseeing records management processes, compiling responses to Freedom of Information Act requests, and ensuring effective contractor performance reporting. 

Performs acquisition planning, solicitation, selection, negotiation, award, administration and closeout of contracts and interagency agreements in support of NRC’s regional offices, ensuring that goods and services contracted for are delivered as required, on time, and in accordance with agreed upon terms, conditions and cost.

Planning responsibilities include administering the commodity management program and providing liaison services between program officials and division staff to coordinate and align acquisition strategy and Strategic Sourcing Group approval, as appropriate.

The Branch reports directly to the Director of Acquisition.

Acquisition Operations Branch A and B (OBA & OBB)

The Acquisition Operations Branches (OBA and OBB) perform cradle‑to‑grave acquisition functions, providing subject matter expertise throughout the entire acquisition lifecycle. More specifically, the branches partner and complete the following actions: acquisition planning, issue solicitations, lead source selection, conduct negotiations, execute awards, and perform administration and closeout of contracts, grants, and interagency agreements in support of assigned agency offices and portfolios.

OBA and OBB ensure that goods and services contracted for are delivered as required, on time, and in accordance with agreed‑upon terms, conditions, and cost. Generally, OBA executes the procurement of supplies and services supporting the Corporate Support Offices and Regions, and specifically all IT procurements for the NRC. OBA acquisition portfolios are organized by product/service categories.  Generally, OBB executes the procurement of technical support services, including research and development, for the Mission Program Offices.
