Abstract

This document is a supplemental safety evaluation report (SSER) on the application for license renewal for the Browns Ferry Nuclear Plant (BFN), as filed by Tennessee Valley Authority (TVA or the applicant). By letter dated December 31, 2003, TVA submitted its application to the U.S. Nuclear Regulatory Commission (NRC or the Commission) for renewal of the BFN operating licenses for an additional 20 years. The NRC staff (the staff) issued a safety evaluation report (SER), dated January 12, 2006, which summarizes the results of its safety review of the renewal application for compliance with the requirements of Title 10, Part 54, of the Code of Federal Regulations, (10 CFR Part 54), “Requirements for Renewal of Operating Licenses for Nuclear Power Plants.”

During the 530th full committee meeting of the Advisory Committee on Reactor Safeguards, March 9, 2006, the Committee reviewed the license renewal application (LRA) for BFN Units 1, 2, and 3. The staff had closed the open items with a commitment to issue a supplemental safety evaluation report (SSER) that addresses the Committee’s review comments on the SER. This SSER addresses the Committee's concerns and includes revisions and enhancements to the following aging management programs (AMPs): (1) Unit 1 Periodic Inspection Program (B.2.1.42), (2) ASME Section XI Subsection IWE Program (B.2.1.32), and (3) Open-Cycle Cooling Water System Program (B.2.1.17). This supplement also addresses the Committee's other concerns as documented in its final letter report dated March 23, 2006.
