TRAINING: Special training requirements for TI 2515/132 have been given by the Senior Program Manager, PSGB/DRPM/NRR, during presentation of inspector refresher training courses. Additional training on performing this TI and on NUREG/CR-6190 will be provided to regional inspectors by request to PSGB/DRPM/NRR.
REMARKS:

IMC 2515, Appendix B (Regional Initiative and Reactive Inspection Program Procedures) has been revised to include IP 62706, "Maintenance Rule Inspection Procedure."

TI 2515/131 (Licensee Offsite Communication Capabilities) is issued to gather information of licensee offsite communication systems. This action will complete Item No. 2 of the NRR Action Plan for Lessons Learned from Hurricane Andrew. This TI will be performed only at those reactor sites scheduled to receive an Emergency Preparedness Core Inspection (IP 82701) during the active period of the TI (December 1995 through June 1996).

TI 2515/132 (Malevolent Use of Vehicles at Nuclear Power Plants) is issued to verify that the actions required of each power reactor licensee by 10 CFR Part 73 Section 55(c)(7) through (9) have been completed. The TI does not address the inspection of a licensee's action allowed by 73.55(c)(8) for the use of alternative measures for protection against land vehicle bomb. The alternative measures must be submitted to the Commission for approval and will be reviewed by NRR.
