Headquarters Daily Report SEPTEMBER 02, 1999 *************************************************************************** REPORT NEGATIVE NO INPUT ATTACHED INPUT RECEIVED RECEIVED HEADQUARTERS X REGION I X REGION II X REGION III X REGION IV X PRIORITY ATTENTION REQUIRED MORNING REPORT - REGION III SEP. 02, 1999 Licensee/Facility: Notification: Consumers Power Co. MR Number: 3-99-0076 Big Rock Point 1 Date: 09/02/99 Charlevoix,Michigan Information call and notification Dockets: 50-155 BWR/GE-1 Subject: Local fire department called to respond to site Discussion: At about 10:55 am (EDT) on September 1, 1999, decommissioning work at the permanently shut down Big Rock Point nuclear plant involved cutting a large pipe where it exits from the containment building to the turbine building. The cutting activity caused heat to be transmitted up the pipe which resulted in smoke and embers in the insulation on the pipe just inside the containment building penetration. The Charlevoix Township fire department was notified and responded to the site per existing agreements, however site personnel were successful in extinguishing the embers, cooling the insulation down and clearing the smoke. The offsite fire personnel were not required to enter the facility and they were released and left the site at about 11:30 a.m., EDT. No actual flames were observed, so no emergency plan classification level was reached. NRC was notified at about 11:20 am as a courtesy in case of public or media interest in emergency vehicles seen traveling to the site. Regional Action: None - onsite inspector will conduct follow up review Contact: B. L. Jorgensen (630)829-9615 _
