Project Overview

The U.S. Nuclear Regulatory Commission (NRC) is currently engaged in review activities for Tennessee Valley Authority’s (TVA) construction permit application for the Clinch River Nuclear Site in Oak Ridge, Tennessee. This comes after the NRC’s issuance of the site’s Early Site Permit (ESP) in 2019.

Environmental Review

The NRC staff prepared a draft SEIS (ML25261A214) documenting its environmental review. Based on the environmental review, the NRC made a preliminary determination that the proposed actions would not significantly impact the quality of the human environment. The NRC is offering a 45-day public comment period, ending on December 22, 2025. Methods for submitting comments are included in the federal register notice.

After consideration of the public comments, the NRC staff will make a final determination regarding the environmental impacts for the construction permit application for the Clinch River Nuclear Site. A final SEIS will be issued with the NRC’s determination.

On April 6, 2026, the NRC as the lead agency, and the U.S. Army Corp of Engineers as a cooperating agency, completed a SEIS of the proposed Federal actions related to a construction permit at the Clinch River Nuclear Site. The SEIS may be located in ADAMS at ML26035A285. A Notice of Availability was published in the Federal Register at ML26056A096 (91 FR 17312).
