When there are conflicts between requirements in Technical Specifications and "requirements" in ANSI Standards, the requirements contained in the Technical Specifications override those in the ANSI Standards. But, requirements in ANSI Standards should be complied with when they supplement and are not in conflict with similar requirements in Technical Specifications.
