Due to a lapse in appropriations, the NRC has ceased normal operations. However, excepted and exempted activities necessary to maintain critical health and safety functions—as well as essential progress on designated critical activities, including those specified in Executive Order 14300—will continue, consistent with the OMB-Approved NRC Lapse Plan.

Limited English Proficiency (LEP)

In connection with the Civil Rights Program (CR) administered by the U.S. Nuclear Regulatory Commission (NRC), the agency's Limited English Proficiency (LEP) Program has the following primary objectives:

  • Ensure that information on NRC-conducted programs and activities can be meaningfully accessed and understood by persons whose proficiency in speaking, reading, or understanding English is limited.
  • Perform regular assessments of programs and activities to determine the current LEP landscape and whether existing assistance is meeting the needs of such persons.
  • Ensure that NRC management and staff are aware of the procedures for accessing language assistance resources.

The CR program establishes and oversees the implementation of the NRC's plan for improving access to agency programs and activities by persons with limited English proficiency (LEP). Known as the Strategic Limited English Proficiency Plan, this plan identifies the policies, procedures, and steps that the NRC will take to ensure that persons with LEP can meaningfully access and understand information about NRC-conducted programs and activities.

The CR program also establishes and oversees the implementation of the NRC's Guidance to Federal Financial Assistance Recipients Regarding Title VI Prohibition Against National Origin Discrimination Affecting Limited English Proficient Persons.
