Due to a lapse in appropriations, the NRC has ceased normal operations. Foreword

The U.S. Nuclear Regulatory Commission (NRC) and the Federal Emergency Management Agency (FEMA) have added Supplement 2 to Revision 1 of NUREG-0654/FEMA-REP-1, to provide guidance for the development, review, and approval of radiological emergency information and plans submitted with an early site permit application under Subpart A of Title 10, Part 52, of the Code of Federal Regulations (10 CFR Part 52).
