SUBJECT:    NRC STAFF RESPONSES TO QUESTIONS PERTAINING TO IMPLEMENTATION 
            OF 10 CFR PART 26 - GENERIC LETTER 89-23


Enclosed is a copy of NUREG-1385, "Fitness-for-Duty in the Nuclear Power 
Industry:  Responses to Implementation Questions."  The NUREG responds to 
questions concerning implementation of the Fitness-for-Duty Rule (10 CFR 
Part 26), and may be useful in developing programs which implement the rule.

The attached NUREG does not constitute any new requirements beyond 10 CFR 
Part 26.  Furthermore, transmittal of the NUREG does not impose any new 
regulatory requirements.
