SUBJECT: AVAILABILITY OF NUREG-1021, "OPERATOR LICENSING EXAMINER
STANDARDS" (Generic Letter 83-44)
The Nuclear Regulatory Commission has recently published NUREG-1021,
"Operator Licensing Examiner Standards." These standards, developed by the
Operator Licensing Branch, Division of Human Factors Safety provide
direction to NRC examiners and establish the procedures and practices for
examining and licensing of applicants for NRC operator licenses pursuant to
Part 55 of Title 10. They are intended to assist NRC and facility licensees
to understand the examination process better and to provide for equitable
and consistent administration of examinations to all applicants by NRC
examiners. Also, an examination that will be better focused on a more
operationally oriented examination should result.
The standards also account for the additional administrative controls
necessary to accommodate the decentralized nature of the examination
function. We intend to update the standards periodically, to reflect the
results of our program, to improve the content validity of the examination
and to incorporate changes that reflect revisions to 10 CFR Part 55 that are
currently being proposed.
In developing these standards, we considered the questions and feedback we
received at the January 6, 1982, and February 11, 1983, meetings that were
held to discuss the operator licensing function. Any additional comments are
welcomed and will be considered in the next revision. Comments should be
directed to Mr. Don Beckham, Chief, Operator Licensing Branch, Division of
Human Factors Safety.
