Gentlemen:
Subject: Deletion of Standard Technical Specification Surveillance
Requirement 4.8.1.1.2.d.6 for Diesel Generator Testing
(Generic Letter No. 83-30)
It has come to our attention that diesel generator Surveillance Requirement
4.8.1.1.2.d.6 in the Standard Technical Specifications (STS) should be
deleted. The current revision of the STS for all power reactors is not
consistent with the provisions of GDC 17, Regulatory Guide 1.108 and the NRC
Standard Review Plans (SRPs 8.2 and 8.3.1). In order to rectify this
inconsistency, the Surveillance Requirements for diesel generator testing
have been modified to delete a requirement which is in excess of the scope
of GDC 17.
We have enclosed the revised Surveillance Requirements for diesel generator
testing that are to be used in your submittal of proposed Technical
Specifications, or, if your proposed Technical Specifications have already
been submitted, the staff will make the necessary revisions. If you already
hold a operating license which includes this Surveillance Requirement, you
may propose an amendment to your Technical Specifications in accordance with
the enclosed revised Surveillance Requirements. These changes will be
incorporated in the next revision of the STS for all power reactors. The
generic changes are indicated by a line in the margin of the Surveillance
Requirements.
This request has been approved by OMB Clearance Number 3150-0011 which
expires April 30, 1985.
