Gentlemen: 

SUBJECT:  CHANGE IN IMPLEMENTING SCHEDULE FOR SUBMISSION AND EVALUATION OF 
          UPGRADED EMERGENCY PLANS (Generic Letter No. 81-25) 

On October 31, 1980, you were provided a clarification letter (NUREG-0737) 
regarding approved TMI Action Plan items. The implementation schedule for 
item III.A.2 Emergency Preparedness in Enclosure 2, NUREG-0737, implies that
upgraded emergency plans to meet the criteria of NUREG-0654, Revision 1, 
"Criteria for Preparedness and Evaluation of Radiological Emergency Response
Plans and Preparedness in Support of Nuclear Power Plants" must be submitted
prior to fuel load authorization. Full compliance with all elements of NUREG
0654 is unnecessary for this stage of startup operations. 

Enclosed is a copy of page 2-11 of Enclosure 2, NUREG-0737, changing the 
implementing schedule to require upgraded emergency plans from prior to 
"fuel load" to prior to "full-power" authorization. The requirements 
necessary for a "full load" authorization will be determined on a 
case-by-case basis.
