Mark Bowell

Mark Bowell is a instrumentation and control (I&C) assessor for the UK Office for Nuclear Regulation (ONR).  His work involves the technical assessment of I&C aspects of safety cases for modification of control, monitoring, interlock and protection systems important to safety on nuclear power stations and nuclear reprocessing facilities.

He is the current chairman of the regulator task force on safety critical software, co-ordinating consensus and common technical positions on important licensing issues raised by the design and operation of computer based systems used in nuclear power stations for the implementation of safety functions.  He has recently participated as an invited expert to revise the IAEA safety guide on the design of I&C control systems for nuclear power plants.  He leads ONR’s participation in the control and instrumentation nuclear information forum (CINIF), which co-ordinates UK I&C research for nuclear licensees.

Before joining ONR in 2006, Mark worked for the UK Health and Safety Executive as a I&C specialist inspector supporting technical policy, inspection and incident investigation for safety in a wide range of sectors including offshore, railways, nuclear and chemical hazards.  During this time he was a member of the committee developing the international standard IEC 61508, functional safety of electrical/electronic/programmable electronic safety related systems.
