SUBJECT: OPERATOR LICENSING NATIONAL EXAMINATION SCHEDULE
(GENERIC LETTER 92-06)
Purpose
This generic letter (GL) provides the National Examination Schedule for
Operator Licensing examinations at each facility for FY 1993 and requests
licensees to provide an update to its previous estimates of the number of
candidates to be tested for fiscal years 1993-1996. These estimates will
assist the Office of Nuclear Reactor Regulation in planning its resources.
Background
In GL 89-03, "Operator Licensing National Examination Schedule," March 24,
1989, the U. S. Nuclear Regulatory Commission (NRC) promulgated its first
national examination schedule and requested licensees to provide estimates of
the number of candidates requiring examination. In subsequent generic letters
the NRC updated the schedule and requested updated projections of the number
of candidates to be tested each year. To plan its resources for FY 93-96, the
Office of Nuclear Reactor Regulation is requesting through this generic letter
that you provide an update of the number of candidates you submitted in
response to GL 91-12, "Operator Licensing National Examination Schedule,"
August 27, 1991.
Requested Actions
Using the proposed format on NRC Form 536, "Operator Licensing Examination
Data," included as Enclosure 1, please update (a) your estimate of the
anticipated number of candidates to be examined during each site visit
assigned to you, (b) your annual requalification examination schedule for FY
1993 through FY 1996, and (c) your estimate of the number of candidates that
you expect will participate in the Generic Fundamental Examination Schedule
for FY 1993. Enclosure 2 is the current revision of the National Examination
Schedule.

Your updated schedules, to be voluntarily submitted, should be sent to Mr.
Robert M. Gallo, Chief, Operator Licensing Branch, OWFN-10D22, U.S. Nuclear
Regulatory Commission, Washington, D.C. 20555, with a courtesy copy to the
appropriate regional administrator within 30 days of receiving this letter.
The NRC regional offices will normally schedule examinations consistent with
the enclosed examination schedule. However, if the workload within a region
or across the nation is excessive during a particular month, the NRC may need
to adjust some designated examination dates to balance its resources. For the
month of June, schedule your examinations during the first and second weeks,
since the NRC normally holds its examiner training activities during the third
or fourth week. The NRC regional offices will coordinate shifting examination
dates with training managers for those instances requiring changes to the
requested examination schedules. You should also be aware that the staff is
considering an amendment to "Operators' Licenses," Part 55 of Title 10 of the
Code of Federal Regulations (10 CFR Part 55) that may alter its approach for
conducting requalification program evaluations. In the next generic letter
requesting updated examination schedules, the NRC will provide additional
information about its attendant effects on the National Examination Schedule.
Burden Information
This request is covered by Office of Management and Budget (OMB) Clearance
Number 3150-0131, which expires August 31, 1995. The estimated average burden
is 2 person-hours for each owner's response, including the time required to
assess the new recommendation, search data sources, gather and analyze the
data, and prepare the required letters. Comments on the accuracy of this
estimate and suggestions to reduce the burden may be directed to Ronald Minsk,
