TO: ALL POWER REACTOR LICENSEES AND APPLICANTS FOR AN OPERATING LICENSE
SUBJECT: OPERATOR LICENSING NATIONAL EXAMINATION SCHEDULE
(GENERIC LETTER 90-07)
Generic Letter (GL) 89-03, dated March 24, 1989, promulgated the United
States Nuclear Regulatory Commmission's (NRC's) national examination
schedule. It contained the two examination dates assigned each facility
during each fiscal year.
Generic Letter (GL) 89-12, dated July 6, 1989, announced that, beginning
October 1, 1990, replacement (initial) examinations would not be rescheduled
but deferred until the next regularly scheduled site visit.
To plan its resources for fiscal years 1991 through 1994, the Office of
Nuclear Reactor Regulation (NRR) request your input to update the number of
candidates you provided in response to GL 89-12.
Using the proposed format provided as Enclosure 1, please update your
estimate of the anticipated number of candidates to be examined during each
site visit assigned to you. Also, please update your requalification
examination schedule using the proposed format provided as Enclosure 2.
To facilitate regional planning, please estimate the number of candidates
that you expect to participate in the Generic Fundamental Examination
Schedule (GFES) using the proposed format provided as Enclosure 3. The
National Examination Schedule is provided as Enclosure 4.
Your updated schedules, to be voluntarily submitted in the enclosed
suggested formats, should be returned to Mr. Kenneth E. Perkins, Jr., Chief,
Operator Licensing Branch, OWFN-10D-22, U.S. Nuclear Regulatory Commission,
Washington, D.C. 20555, with a courtesy copy to the appropriate Regional
Administrator, by September 15, 1990.
Section 55.45 (b)(2)(iv) of Title 10 of the Code of Federal Regulations
(CFR) prohibits the simulation facility portion of the operating test, which
is required to complete operator licensing examinations, from being
administered at other than a certified or an approved simulation facility
after May 26, 1991. As noted in the "Supplementary Information" published
with the revised 10 CFR 55 in the March 25, 1987 Federal Register, the NRC
expects each facility licensee to have a simulation facility available
within a reasonable time. The NRC will address each deviation from the time
requirements of 10 CFR 55.45 (b) individually by reviewing requests for
exemption from the required schedule. Therefore, facility licensees who do
not intend to submit either an application or a certification pursuant to
the schedule required by 10 CFR 55.45 (b)(2) should request an exemption as
soon as possible. This is to allow adequate time for NRC review of the
exemption justification prior to the deadline for ceasing examinations.

As stated in GL 89-03, in the absence of documented, extenuating
circumstances, the NRC will not reschedule initial (replacement)
examinations during fiscal year 1991 and beyond but will defer them until
the next regularly scheduled site visit. The Regional Offices will continue
to schedule NRC requalification examinations on a case-by-case basis until
NRR reconciles the differences between the methodologies for the
requalification examinations and initial (replacement) examinations to allow
the NRC to administer both examinations concurrently.
This request is covered by Office of Management and Budget Clearance Number
3150-0131, which expires March 31, 1992. The estimated average burden is
two person-hours per owner response, including the time required to assess
the new recommendation, search data sources, gather and analyze the data,
and prepare the required letters. Please send comments regarding this
burden estimate or any other aspect of this collection of information,
including suggestions for reducing this burden, to the U.S. Nuclear
Regulatory Commission Information and Records Management Branch (mail stop
