Purchase of GSA Approved Security Containers (Generic Letter No. 88-10)

TO ALL POWER REACTOR LICENSEES AND HOLDERS OF PART 95 APPROVALS 

SUBJECT:  PURCHASE OF GSA APPROVED SECURITY CONTAINERS (GENERIC LETTER NO. 
          88-10) 

For your information, GSA regulations permit vendors to sell approved 
security containers only to government agencies; or government contractors 
who are approved on a case-by-case basis. During a recent audit by GSA of 
vendors who sell security containers, GSA noted that its regulations were 
not being followed and instructed the vendors to stop selling containers to 
anyone not specifically authorized by GSA regulations. 

Since NRC licensees and holders of Part 95 approvals do not fall into either
of the classes mentioned above, special procedures are required in order for
you to purchase such containers. NRC has coordinated with GSA to ensure that
NRC licensees and holders of Part 95 approvals will be considered authorized
purchasers provided they identify themselves on the procurement document as 
a NRC licensee and cite the regulation under which they are procuring the 
container (10 CFR 73.21 and/or 10 CFR 96.25).

expected that recipients will review this information for applicability to
