                         NUCLEAR REGULATORY COMMISSION
                            WASHINGTON, D. C. 20555

TO ALL POWER REACTOR LICENSEES, APPLICANTS FOR OPERATING LICENSES NSS
VENDORS, REACTOR VENDORS AND ARCHITECT ENGINEERS

Gentlemen:

Subject: Meeting to Discuss Recent Developments for Operating Licensing
Examinations (Generic Letter No. 82-38)

On January 6, 1982, a meeting was held in Bethesda, Md. to discuss the
revised format and content of the NRC Operator and Senior Operator Licensing
Examinations. The meeting was well received by the participants and provided
valuable feedback to the staff. Generic Letter 82-13 discussed the questions
and suggestions raised in that meeting. Since there have been several
developments in the area of Operator Licensing since the January 1982
meeting, the staff will hold a similar meeting at the Holiday Inn, 8200
Wisconsin Avenue, Bethesda, Maryland, on February 11, 1983 at 9:00 am.

We have planned a format similar to the last meeting. There will be a brief
presentation by the Director, Division of Human Factors Safety, and the
Branch Chief of Operator Licensing Branch, followed by roundtable
discussions. The following topics will be discussed:

1. Implementation of the NRC Requalification Audit Examinations,

2. NRC Activities to Assess the Licensing Examination Process and Content,

3. New Administrative Procedures, including computerization of the Operator
Licensing Branch Administrative System and use of a Standardized Application
Form,

4. Regionalization of the Operator Licensing Function.

Because of the importance of these topics to you and the licensed operators,
we urge you to have representation from your training department at this
meeting. Since the Requalification Audit Program is still undergoing internal
review, information in addition to that already included in Generic Letter
82-18 is not available at this time. We will make additional information on
this Program, and on the improved administrative system, available as soon
as required reviews are completed.
