ALL LICENSEES WITH REACTOR OPERATING LICENSES ISSUED PRIOR TO JANUARY 1, 
1979 

Enclosed with this letter is proposed rule entitled "Fire Protection Program
for Nuclear Power Plants Operating Prior to January 1, 1979".  This proposed
rule adds a new Section 50.48 and Appendix R to 10 CFR Part 50, and is 
expected to be published in the Federal Register by the end of May.  A 
thirty-day comment period is provided.  We are, therefore, transmitting 
copies of the proposed rule in order to expedite your review and comments.
