Ths subject IE Bulletin No. 80-12 should be dispatched for action May 9, 
1980 to each PWR with an operating license.  The IE Bulletin should be sent 
for information to each PWR with a construction permit and each BWR facility 
with either a construction permit or an operating license. 

The text of the IE Bulletin and draft letter to licensees are enclosed for 
this purpose.
