Gentlemen: 

This letter is being sent to all licensees and applicants authorized to 
operate or construct a nuclear power reactor. 

Under the provision of 10 CFR 73.55(b)(4) and 10 CFR 73, Appendix B reactor 
licensees must develop and submit Security Training and Qualification Plans 
to NRC by August 18, 1979. To provide a single source of the information 
required for evaluating the adequacy of these plans, NRC is preparing a 
training and qualification review workbook. This workbook contains along 
with other information, the acceptance criteria used to assess the adequacy 
of the training and qualification plans. Enclosed is a copy of the interim 
reviewer workbook.
