Gentlemen:

INTERIM PART 21 REPORT (SSH 960004)
South Carolina Electric & Gas Company (SCE&G) submits this letter in
accordance with 10CFR21.21(a)(2) as an interim report of an identified
defect potentially associated with a substantial safety hazard.
On April 28, 1996, Nonconformance Notice (NCN) 5415 was initiated to
address the nozzle weld defects in the Chemical and Volume Control System
connections at the reactor coolant pump seal injection line nozzles and
Component Cooling Water System connections at the reactor coolant pump
thermal barrier heat exchanger inlet and outlet nozzles.
The subject condition appears to be a generic hardware defect in
manufacturing. SCE&G suspects that weld flaws existed in the original
nozzle welds supplied by Westinghouse.
SCE&G has taken the following actions:
All nine (9) nozzles were inspected. Six (6) nozzles revealed
indications of cracking and were repaired using the TIG welding process,
and satisfactorily reinspected.
The original equipment manufacturer has been contacted.
SCE&G expects to complete the evaluation of 10CFR21 reportability prior
to September 1, 1996.
If you require any further information, please contact Mr. Michael J.
Zaccone at (803) 345-4328.
Very truly yours,
Gary J. Taylor
