Subject: PUBLIC MEETING TO DISCUSS APPLICATION FOR NEW IRRADIATOR        

Discussion:

NRC Region I representatives attended a public meeting in Quakertown, PA 
to discuss the agency's ongoing review of an application for a new       
irradiator to be operated in Milford Township, PA.  Approximately 400    
members of the public attended the meeting convened by the Milford       
Township Board of Supervisors.  Gray-Star, Inc., the designer of the     
underwater irradiator, made a presentation followed by presentations from
Region I DNMS management on the NRC licensing and inspection process for 
irradiators and the status of the current application.  Concerns from the
citizens included public knowledge of the pending license application,   
security, property values, groundwater impacts and potential accident    
scenarios.  A hearing request on this license application is currently   
under review by a Presiding Officer of an Atomic Safety Licensing Panel. 
The staff's review of the application is substantially complete and, as  
indicated at the meeting, a licensing decision is expected in the next   
few days.
