Subject: STP, UNIT 1 ESSENTIAL COOLING WATER PUMP "C" DECLARED INOPERABLE
         DUE TO STRAINER CLOGGED WITH NUMEROUS SMALL FISH


Discussion:

On December 1, 2001, the licensee started the Unit 1 Standby Train C of
ECW.  Immediately after starting the pump, operations personnel noted
that discharge pressure and flow were approximately zero.  Further
investigation determined that the ECW pump discharge strainer had become
clogged with small fish.

A Special Inspection Team has been dispatched to better understand the
cause and/or phenomena of the ECW Pump/Strainer failure due to small fish
in the ECW pond and bays.  The team is also tasked with gaining a better
understanding of the potential for a common cause failure.  The
inspection team entrance meeting is scheduled for December 18, 2001.

Regional Action:

Special Inspection Team dispatched to South Texas.  The senior resident
inspector has been designated as the team leader.
