Subject: Part 21 - Woodward governor exhibits unstable oscillations

The Indian Point 3 licensee reports unstable oscillations, between 1,850
and 1,950 KW, of a Woodward governor during a surveillance test of an
emergency diesel generator. The governor had worked satisfactorily during
initial start, set up and compression checks at 1,750 KW following the
eight year preventive maintenance. The licensee had purchased the
governor, part no. 9903-152, type EGB-13C, serial no. 1165395, from the
Salem licensee, who had obtained it from Engine Systems.
The licensee discovered this failure on May 11, 2001, shortly after
Engine Systems reported a generic defect in a number of Woodward
governors worked on by a single individual (see Morning Report H-01-0017
at http://www.nrc.gov/NRR/DAILY/010308mr.htm), but the governor installed
at Indian Point 3 was not one of the seven identified in that report.
Troubleshooting did not identify the failure mechanism, so the licensee
removed the governor and returned it to Engine Systems for further
evaluation.
The NRC will post ensuing reports on this subject on its Website at
http://www.nrc.gov/NRC/PUBLIC/PART21/2001.
