Headquarters Daily Report JANUARY 25, 1999 *************************************************************************** REPORT NEGATIVE NO INPUT ATTACHED INPUT RECEIVED RECEIVED HEADQUARTERS X REGION I X REGION II X REGION III X REGION IV X PRIORITY ATTENTION REQUIRED MORNING REPORT - HEADQUARTERS JANUARY 25, 1999 Licensee/Facility: Notification: Ge-4 MR Number: H-99-0008 Duane Arnold 1 Date: 01/25/99 Subject: Change in Technical Specification (TS) Rquirements on Emergency Diesel Generator (EDG) surveillance requirements Discussion: The version of the new standard technical specification adopted by the licensee required semi-annual surveillance of EDGs to demonstrate acceptable voltage between 3744v and 4576v, and the frequency to range between 59.5 and 60.5Hz within 10 seconds of starting from standby conditions. The licensee was unable to meet this condition on EDG performance. The NRC had revised this requirement in later editions of the standard TS to have the minimum voltage and frequency achieved in 10 seconds but without the 10 second limitation for reaching the steady state voltage and frequency. The EDG capability to achieve steady state voltage would still need to be trended to identify degradation of governor and voltage regulator as discussed in the standard TS bases but achieving steady state in a specific time is no longer an LCO (limiting conditions for operation) requirement. The licensee was granted an enforcement discretion to remain at power while the TS amendment was processed.
