Abstract
The Regulator Task Force on Safety Critical Software (TF SCS) (which comprises 11 international nuclear regulatory authorities) and the U.S. Nuclear Regulatory Commission (NRC) have exchanged information to promote consistency in the technical basis for licensing reviews of software in safety-related digital instrumentation and control systems for nuclear power plants. The TF SCS has documented its consensus technical basis in the enclosed technical report and invited the NRC’s review and comments. Although the NRC is not a member of the TF SCS, NRC staff members have participated in meetings, provided comments on certain chapters of the TF SCS report, and collaborated on resolving the comments. This NUREG includes the TF SCS report “Licensing of Safety Critical Software for Nuclear Reactors—Common Position of International Nuclear Regulators and Authorised Technical Support Organisations,” Revision 2022. The NRC has added two appendices to assist the staff in using the report as a technical reference when making future changes to the NRC’s regulatory guidance.
