REMARKS:

10 CFR Guidance - 50.59 (Interim Guidance On The Requirements Related To Changes To Facilities, Procedures, And Tests (Or Experiment)) is issued to further clarify current staff practices with respect to 10 CFR 50.59, beyond that which is already contained in NRC Inspection Manual, Part 9900, "10 CFR 50.59, Changes to Facilities, Procedures and Tests (or experiments)." This interim guidance does not represent a change in NRR policy, but rather provides further clarification on the scope covered by 10 CFR 50.59 and the thresholds for determining if an Unreviewed Safety Question (USQ) exists.
