Integrity of Requalification Examinations at Non-Power Reactors (Generic Letter No. 87-13)

C. 20555 July 10, 1987 TO ALL NON-POWER REACTOR LICENSEES Gentlemen: Subject: INTEGRITY OF REQUALIFICATION EXAMINATIONS AT NON-POWER REACTORS (GENERIC LETTER 87-13 ) The purpose of this Generic Letter is to clarify the staff position concerning requalification examinations at non-power reactors. NRC recently identified several licensees that allow requalification examinations to be done at home or on-shift. This is not an acceptable means for certifying individual performance, in accordance with the regulations and as further clarified in the guidance given in Generic Letter 83-17, issued on April 8, 1983. In the course of reviewing this matter, we discovered that non-power reactor licensees were inadvertently omitted from distribution of Generic Letter 83-17 in 1983. This oversight was corrected when Generic Letter 83-17 was transmitted on May 22, 1987, as an attachment to Information Notice No. 87-22. NRC inspectors are aware that licensees have only recently received a copy of Generic Letter 83-17. Please review Information Notice No. 87-22 for applicability to your operator requalification program and consider any appropriate actions.
