NRC ADMINISTRATIVE LETTER 94-15: REORGANIZATION OF THE OFFICE OF NUCLEAR
REACTOR REGULATION
Addressees
All holders of operating licenses or construction permits for nuclear
reactors.
Purpose
The U.S. Nuclear Regulatory Commission (NRC) is issuing this administrative
letter to inform addressees of a reorganization of the Office of Nuclear Reactor
Regulation. This administrative letter does not transmit or imply any new or
changed requirements or staff positions. No specific action or written response
is required.
Discussion
Effective October 2, 1994, the NRC reorganized the Office of Nuclear Reactor
Regulation (NRR) to implement the goals of the Federal Workforce Restructuring
Act of 1994. The attached NRC announcement describes the more significant
changes to the current organization. The announcement also contains an
organization chart showing the new NRR structure.
This administrative letter requires no specific action or written response. If
you have any questions about this letter, please contact the contact listed below

TO: ALL NRC Employees
SUBJECT: REORGANIZATION OF THE OFFICE OF NUCLEAR REACTOR REGULATION (NRR)
Effective October 2, 1994, the Office of Nuclear Reactor Regulation will be
reorganized to implement the goals of the Federal Workforce Restructuring Act of
1994. To promote operational efficiency and in keeping with the goal to reduce
the ratio of management to staff, the functions of several NRR divisions and
branches have been realigned and combined:
Among the changes in NRR's Associate Directorate for Projects are the
establishment of the Cost Beneficial Licensing Action Staff; the
elimination of Assistant Director positions in the Reactor Project
Divisions; a reduction to two Project Directorates for Region IV following
the earlier assimilation of Region V Project Directorates; and the
combination of the Events Assessment and Generic Communications Branches
in the new Division of Project Support, formerly the Division of Operating
Reactor Support.
Changes in the new Associate Directorate for Technical Assessment include
the establishment of the Division of Technical Support, incorporating the
personnel and functions of the former Division of Radiation Safety and
Safeguards and the Division of Reactor Inspection and Licensee
Performance; and the combination of the Emergency Preparedness and
Radiation Protection Branches and the Special Inspection and Vendor
Inspection Branches in the Division of Technical Support.
The Program Management, Policy Development and Analysis Staff will be
renamed the Directorate for Inspection and Support Programs.
An organization chart detailing the new structure of the Office of Nuclear
Reactor Regulation is shown on the reverse side of this announcement.
