Notification Pursuant to Title 10, CFR, Part 21

Gentlemen:

This letter transmits a Notification of Defects and Non-conformance in
accordance with the requirements of 10 CFR, Part 21.  The attached
Notification, CFRN 95-01, reports a condition which effects
electrohydraulic damper actuators supplied by BW/IP.

This transmittal completes the notification requirements on this issue.

NATURE OF THE DEFECT OR FAILURE TO COMPLY AND THE SAFETY HAZARD
WHICH IS
CREATED OR COULD BE CREATED BY SUCH DEFECT OR FAILURE TO COMPLY:

          Relay is installed in an electro-hydraulic rotary damper
          actuator.

          Part supplied to utility was capable of performing the required
          function but was incorrectly certified. The component was
          purchased and supplied as "commercial". It was certified as
          being built under an approved Appendix B quality program.

THE DATE ON WHICH THE INFORMATION OF SUCH DEFECT OR FAILURE TO
COMPLY WAS
OBTAINED:

          BW/IP International was advised of the potential non-
          conformance by Houston Lighting and Power on 27 February 1995.
          An Evaluation was opened on 9 March 1995 to determine if a
          reportable deficiency existed.

IN THE CASE OF A BASIC COMPONENT WHICH CONTAINS A DEFECT OR FAILS TO
COMPLY, THE NUMBER AND LOCATION OF ALL SUCH COMPONENTS IN USE AT,
SUPPLIED FOR, OR BEING SUPPLIED FOR ONE OR MORE FACILITIES OR
ACTIVITIES
SUBJECT TO THE REGULATIONS:

          Ten (10) relays, P/N 7238908, were ordered. Four (4) were sent
          to Houston Lighting & Power for installation in the South Texas
          Project. Investigation has been initiated with Commonwealth
          Edison and Houston Lighting & Power to determine the location
          of the remaining six (6) relays.

THE CORRECTIVE ACTION WHICH HAS, IS BEING, OR WILL BE TAKEN: THE NAME

THE INDIVIDUAL OR ORGANIZATION RESPONSIBLE FOR THE ACTION: AND THE
LENGTH
OF TIME THAT HAS BEEN OR WILL BE TAKEN TO COMPLETE THE ACTION:

     The effected component was produced under the quality program in
     effect at Borg-Warner Nuclear Valve Division. In 1993, this product
     line was transferred to the Pump Division. A Corrective Action
     Request (CAR) has been issued for resolution by Pump Division
     Quality Assurance. New equipment and part components are subject to
     the approved quality program at this facility.

     No further action is required.

ANY ADVICE RELATED TO THE DEFECT OF FAILURE TO COMPLY ABOUT THE
FACILITY,
ACTIVITY, OR BASIC COMPONENT THAT HAS BEEN, IS BEING, OR WILL BE GIVEN
TO
